Yes, you should be able to install and use a center light in your 2004 Mini Cooper rear bumper as long as the hitch is not being used. The instruction do specify that if trimming is required on the back of the bumper after installing the hitch, not to cut any piece used to hold the trim cover or light. The light can be kept for reuse if the hitch is removed and you can simply zip-tie the harness off to the side.
