If you measured the width of your trailer's electric drum brake shoes as 2-inches this should be fine as long as the brakes' diameter is 12-inches. Such 12 x 2-inch electric drum brakes are quite popular on RVs like your 2005 Keystone Cougar. The most important factor when selecting an axle is the weight capacity you need. You want to ensure your completed trailer's fully loaded weight is less than the axle capacity, or that it at least matches. Axles of a given weight rating will tend to have specific hub-face dimensions and spring center dimensions. Since you know you do not have a MaxxAir fan you will have to drill to install the MaxxAir II RV and Trailer Roof Vent Cover item # MA86JR. The EZClip pins only attach to their vents. As far as compatibility goes so long as your roof vent is 14" x 14" this cover will work.
