Actually, to install the Putco Liquid Spiderweb Grille Insert, # P303117, on your 2005 Lincoln Navigator, you do not have to remove the grille at all. If your trailer does not have brakes all you would need is the part # 37185 as an adapter to convert the 4-way to a 7-way.
If you do have trailer brakes you would need the # ETBC7 instead of the # 37185 and a brake controller. This kit comes with everything needed to wire up the 7-way and install a brake controller.

You are right the blue wire is usually for electric trailer brakes and runs to the blue wire on the brake controller. In some cases the blue wire is wired to the backup light circuit to disengage hydraulic surge brakes when backing. This sounds like the typically tail light replacement where you hook stuff up color to color, and not function to function.
You need to verify with a circuit tester like # PTW2993 that the connector on your vehicle is working correctly first. If you have all the correct functions on the correct pins (check out the attached help article) then the issue is with the trailer wiring, but if your factory connector is not working right then it's something on the vehicle side.

If the 12 volt circuit of the 7-way on your 2004 Lincoln Navigator does not have a wire run to it then you would need to run a length of 10 gauge wire like our part # 10-1-1 through a circuit breaker # 9510 to the positive terminal of your vehicle battery.
If the wiring is present on the connector but it is not active you will need to check the trailer wiring fuses and relays in the fuse box and replace as needed. Most likely you are missing a fuse or relay.

You would use 4-way to 7-way adapter, part # 30717. You would extend the yellow lead on the adapter and tap it into the reverse light circuit on your Navigator. The easiest way to access this circuit is from behind the taillight assembly. White will need to be connected to to the Navigator frame for ground.
