I reached out to my contact at Demco and you can absolutely tow your Demco Kar Kaddy SS Tow Dolly # DM9713045 without a vehicle on it but there are a few things you will need to do differently.
First instead of removing the pin to allow the dolly to self steer you will need to leave the pin installed. Next you will need to keep to a speed of 55 MPH max. I did some checking and all models of your 2010 Volkswagen Eos can be towed behind a motorhome only with a tow dolly like the Demco Kar Kaddy SS # DM9713045 that you referenced. The great thing about this tow dolly is that it comes with everything and has it's braking system built into it using powerful disc brakes. It uses inertia from the motorhome applying it's brakes to apply the brakes of the dolly so you get a smooth braking application as well.

I spoke with my contact at CURT regarding trailer hitch # 11090. What you can do is measure from the bottom of the vehicle frame straight down 8-1/2 inches. This is where the bottom of the receiver will be when the hitch is installed. So if you measure from that point to the ground (on level ground) that will give you the ground clearance measurement.
