The Draw Tite # 76209 and Curt # C13382 are 2-inch Class III hitches both confirmed to fit your 2019 Subaru Crosstrek. You are correct that the Draw-Tite includes four 7/16-inch carriage bolts while the Curt hitch includes 1/2-inch diameter bolts. You likely won't be able to use the adapter that came with your bike rack on your ball mount for 2 reasons;
1) Since most of the adapters that come with bike racks are going to be secured with a threaded bolt that only works on shanks for those racks.
2) After checking with some of the bike rack manufacturers, these adapters aren't rated for towing applications and are typically only tested up to around 150-lbs

Since the carriage bolts used to secure the Curt Trailer Hitch Receiver # C13382 use space blocks to keep them from just spinning the frame of your 2021 Subaru Crosstrek it does not change anything if you open up the most forward hole like shown in the installation video. Since the hole does not need to be opened up much you are not losing structural integrity.

There isn't a specific amount that the access holes on the 2018 Subaru Crosstrek have to be enlarged to install Curt trailer hitch # C13382. But it isn't going to be much and you can use a step bit. That 1-3/8 inches is more than enough so only go as large as needed to fishwire in the blocks and bolts. Spacers are provided with just about all hitches since there can be slight variances between vehicles, even similarly-equipped vehicles of the very same model year. You'll want to use the CM-SP16 spacers if the hitch mounting flanges do not rest flat against the frame rail. I have included a picture showing what Draw-Tite trailer hitch # 76209 looks like when installed on a 2018 Subaru Crosstrek. (It may take a little while for the picture to appear.)
