If you measure downward from the bumper fascia about 2-3/4 inches, you'll be right where the bottom of the receiver tube will be.

Yes, the Rhino-Rack RTC-Style Roof Rack Tracks - Channel Mount - 31-1/4" Long - Qty 2, part # RRRTC8JWMY11, can be cut to a shorter length. The tracks will need to be cut in a straight line and the endcap will need to be taken off the end you cut and placed on the end of the now shorter roof track.
