The Off Road Cargo Carrier you're referencing fits Class III and IV hitches with a 2" receiver. The only options for a hitch on your 2017 Hyundai Elantra are Class I with a 1-1/4" receiver. Hey Russ, so the Draw Tite hitch part # DT75MR we carry is the same as the Draw Tite part number 24999. While Draw Tite hasn't officially listed this as a fit for the 24' models we have found that since the vehicle didn't change from previous year we do know it does fit.

You're likely not going to find one Stephen, because there's a really high chance that your scooter plus a carrier is going to overload your hitch. This is because typically class I hitches are only going to have about a 200 lb tongue weight capacity, so the weight of the two would be too much.
But, depending on how large your scooter is something like the 20x47 Reese Cargo Carrier for 1-1/4" Hitches # 63155 could possibly work.

The best option we have available is with the RockyMounts HighNoon FC Solo Bike Rack for 1 Bike # RKY87RR. This is an excellent 1-bike rack that can support up to 5" tires, but it does have a weight capacity of 60 pounds.
You could see if removing the battery drops the RadRover's weight enough to put it under this limit, otherwise your other options would be a 2-bike rack or use a small trailer or a different vehicle that's able to utilize a larger 2" trailer hitch.
