Recommendation to Transport Fat Tire e-Bike with Class I Trailer Hitch

step thru, 4tires 72lbs with battery, have 1.25 hitch. need to carry 1 bike only.

The best option we have available is with the RockyMounts HighNoon FC Solo Bike Rack for 1 Bike # RKY87RR. This is an excellent 1-bike rack that can support up to 5" tires, but it does have a weight capacity of 60 pounds.
You could see if removing the battery drops the RadRover's weight enough to put it under this limit, otherwise your other options would be a 2-bike rack or use a small trailer or a different vehicle that's able to utilize a larger 2" trailer hitch.
For a 2-bike rack that will meet your needs, you would have to step up to the excellent Thule EasyFold XT Bike Rack for 2 Electric Bikes - 1-1/4" and 2" Hitches - Frame Mount # TH903202. The EasyFold has a weight capacity of 65 pounds, it would be way more likely that removing your battery would get you to this 65-pounds than to the 60-pounds of the one bike rack. It will accommodate tires up to 4-11/16" and even has a ramp for easy loading. This is a premium rack.
If you are unable to get to the 65-pounds, then your last choice would be to pull a small trailer.
