The hubs have a dust cap but aren't sealed so water can still get in them. To ensure no water gets in, I would replace that dust cap with the Bearing Buddy Bearing Protectors # BB1980A-SS.

The Pulse Cargo Box will fit crossbar spreads between 23-5/8" - 34-3/8", so you are good there. Hey Richard, it sounds like you are looking for a high low adapter for when you will be flat towing your 2013 Honda CR-V. So the Blue Ox base plate kit part # BX2258 that fits your vehicle has a bracket height of 15-1/2 inches so you'd want an adapter that drops right at 5 inches or so. Keep in mind if you are within 3 inches of level you are okay at that point.

Rhino-Rack is pretty specific with their roof rack systems and since the slots on the underside of the crossbars has limited spacing there are rarely multiple crossbar fits for any specific vehicle. If you check out the linked installation video of this kit on a 2020 Honda CR-V there isn't a whole lot of crossbar overhang so I don't see using 5" smaller crossbars to be an option.
