It sounds like you need a weight distribution shank with more drop. The bars would not be pointed down, you want them to be level unless the trailer has a bottom mount coupler, then the bars can point up if they have to.
The Reese shank that has the most drop for a round bar system is # RP3344. At most it is capable of 8-5/8 inches of drop when used with a round bar system.

The Curt Trailer Hitch Receiver # C11002 that you purchased is a direct fit for your 2013 Honda Crosstour. The M10 bolts likely won't fit because there is rust and corrosion built up in the open holes and the weld nuts in the frame. Using lubricant and a wire brush usual solves the problem.

That is correct. On a Class I hitch it isn't the weight that is the issue. It is how far that weight is from the hitch receiver. A third and subsequent bikes will be too far from the receiver which will put a lot of extra stress on the hitch and where it attaches to the vehicle. If you have ever used a long wrench or breaker bar to loosen a lug nut it is the same concept: if the lever is long enough it takes very little force to loosen that nut. To carry 4 bikes I recommend a combination of a hitch and hitch rack and a roof rack. For a hitch I recommend Curt trailer hitch # C11002. And for a bike rack that holds 2 bikes and is Class I compatible I recommend the Swagman Trailhead, # S63360.

I spoke with Curt in regards to your Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C56215 on your 2015 Honda Crosstour, and they mentioned that usually when this happens this is caused by there not being any power on the 12V feed to the converter.
They recommend that you are getting power to both sides of the fuse on the harness with a circuit tester # PTW2993 or a multimeter # PT89ZR.
