There is an adapter that will allow you to use your Valley tow bar with your 2019 Ford Ranger and the Blue Ox Base Plate Kit # BX2679.

I spoke with my contact at Curt, the manufacturer, about the Bumper Mounted Hitch, # E-3S, and the compatibility with your 2000 Ford Ranger. He stated that the total width, side to side, is just under 14 inches. From the front of the receiver opening to the back of the plate is 6 inches. The plate itself measures 4 inches front to back.

The Curt Class II Trailer Hitch, part # 12012 mounts to the frame members under the rear of the bed. The frame members would be the same for that model year, regardless of the bed. You should have no fit issues with this hitch.
Keep in mind that Curt does say to use a stabilizing strap # 18050 when using this hitch to carry non-trailer loads in order to comply with the warranty.
