We have 2 hitches that might work depending on the specific measurements of your 1989 International. Curt hitches 15901 and 15902 are both weld-on hitches that will fit frames from 18 inches wide to 44 inches wide. The 15901 has a 5 inch drop. The 15902 has a 13-1/2 inch drop. I am not certain if the hitch itself, being 44 inches wide, will interfere with anything else under the vehicle (seeing as it is 10 inches wider than your frame rails).
