According to the online owner's manual for your 2021 Chrysler Pacifica you will only install the Titan Chain Alloy Snow Tire Chains # TC2319 on the front set of tires. Since that is specifically noted in the manual I wouldn't install them on the rear set.

You can check out the video that I've linked for you that will walk you through the install. As you'll see, the install involves removing and trimming an under body panel and heat shield as well as temporarily lowering the exhaust which would be very hard to do unless at least the rear of the vehicle was raised in some manner. I'd recommend using ramps or putting the rear of the vehicle up on jack stands so you can have more room to work with.

That is correct, you will want to install the top straps of the Yakima FullBack 3 Bike Rack # Y02633 using the anchor method for your 2017 Chrysler Pacifica.
