I did some checking and it looks like the Draw-Tite Sportframe Trailer Hitch # 24755 that you referenced will fit on a 2006 Acura TL with a factory A-Spec lip kit. I also found out that Acura does not recommend you tow at all with this vehicle and I could only safely recommend you carry a bike rack.

On your 2009 Acura TL a converter is indeed required so it appears the Technician was not truthful.
A converter is required when vehicles have separate wiring meaning the brake light and turn signals are sent along different wires.
Since trailers use combined wiring in which the brake light and turn signal are the same wire a converter is needed.

I checked with Thule and the OutWay, # TH45JV, is listed as a fit for all models of the 2011 Acura TL. A spoiler is only going to be a problem if it interferes with the rack installation. No part of the rack, including the retractable cables on the rack, are allowed to touch (put any weight on) the spoiler. If any part of the rack does then you cannot use it. Thule does not test the racks on models with spoilers so they cannot guarantee fit.

You are correct about the hitch sizes for the 2010 Acura TL. All of the available trailer hitches for your car will be 1-1/4 inch, Class I hitches. You will need to use a bike rack that is designed to work with a Class I trailer hitch.
