The Westin E-Series Round Nerf Bars # 23-1685 that you referenced are indeed a correct fit for your 2004 Silverado 2500HD Extended Cab 4-door. On the 2500HD version the tube step mounts to the vehicle body without drilling using three brackets per step. These brackets bolt into each of the three existing holes in the vehicle, which is why no drilling is needed.
