should i have to take the bumper off my 2004 chevy silverado 1500 in order to install the guard?

I have attached the installation instructions for the Westin HDX Grille Guard with Punch Plate, part # 57-1175 you can check out.
This grille guard is designed to be a fit for your 2004 Chevrolet Silverado 1500. Per the instructions step 5, you need to remove the factory bumper bolt but removal of the bumper is not mentioned.
