Snow Chain Recommendation for a 2013 Toyota Prius II

Please recommend a cable for infrequent use on the above vehicle. Would also like to know if rubber stretch adjusters are extra.

First thing you will need to do is check the owners manual of your 2013 Prius to see if there are any restrictions on snow chain usage.
If you determine that snow chains can be used the best recommendation I could make would be the Thule Self-Tensioning, Low-Pro Snow Tire Chains # TH04115080 that you referenced. These will last a long time and are the easiest chain around to install.
For more of an infrequent use chain I would go with the Titan Chain Alloy Snow Tire Chains # TC1535. These are pretty easy to use but won't last as long as the Thules. It sounds like this would be your best option based on the needs you described. I attached a review video for you to check out.
I would recommend chains over cables since cables are basically one time use and don't offer nearly the amount of traction that a set of chains will provide. Also, the chains I recommended don't require rubber adjusters.
