The Fulton Single Axle Trailer Fender with Top and Side Steps # F008583 that you referenced is not made specifically for one side of a trailer or the other. Since this is a general-purpose replacement fender it can be installed on either side of a trailer in a manner that the user will determine to be safe and effective. Please see the linked video.
