When you do the calculations to determine the rise or drop of ball mount you need, you don't need the ball mount to be absolutely exact to the rise/drop you're needing. As long as you're within an inch to an inch and a half of level, plus or minus you'll be fine.
If you're wanting a 3-1/2 inch drop, going with the Draw-Tite # 40331 with a 4 inch drop would put you within 1/2 inch of level, which is certainly close enough. For a 2-5/16 inch ball, you can use # 19286 if a 12K capacity will work for you. If you need a higher capacity ball to use the full 16K capacity of the ball mount, use part # C40008 which has a 20K capacity. Keep in mind, you'll be limited by the capacity of whatever component in your towing system has the lowest capacity.
