Actually when installed on the correct application the Replacement Truxedo Shur-Bond Velcro Brand Fastener # TX1115173 does not use any glues or 2-sided tape as it slides into the rail for a tonneau cover on a truck bed.
If you were looking to use this in an alternative application and wanted to secure it somewhere I would recommend something like Liquid Nails.
