Is it possible to put a 15x6 tire on this wheel and not exceed 3 inch spacing zero offset with the tire on?

The Americana 8 x 5-3/8 Steel Trailer Wheel # AM20011 that you referenced does not offer any offset. This particular wheel can accept one tire size, 165/65-8, and the tire of this size we offer is part # AM1HP22. This item is a load range C-rated bias ply tire with a load capacity of 800-lbs at 70-psi pressure.
Trailer tires should always be inflated to their maximum psi pressure rating as indicated on the tire sidewall. Unless inflated to this specified pressure the tire will not be able to meet its load rating and could prematurely fail due to heat build-up in the sidewall.
