How do the cam ends attach to the 3/4 inch pipe ? I have the 3/4 pipe with the handle welded to it but the cam end fit loosely in the ends.

Are you sure the pipe you have has an inner diameter of 3/4 of an inch? The cam ends of the Redline Universal Cam-Door Lock, # 383200 should fit tight into the pipe. However, since you already welded the handle to your pipe you could weld the cam ends so the pipe. You will want to make sure the outer diameter of the pipe isn't bigger than 1-1/8 inches.
