For the best possible traction, braking, and handling characteristics for traveling in the snow with your 1994 Chevy Silverado C2500 you would want to run them on all of the wheels.

If you plan on driving in heavy snow for an extended period of time I would go with chains on all four wheels. If the snow driving would be limited and you need something more for like a, "just in case scenario," then I would just use one set of chains on the rear wheels.
