Cargo Carrier Recommendations With and Without a Ramp

Can the ramp be removed when not using it to transport a mobility equipment?

The ramp of the Flint Hill Goods Cargo Carrier part # FHG77ZR could be removed if you really wanted to. But it wasn't designed for easy removal so it might be more trouble than it's worth. Plus, without the ramp installed the carrier would have an open side without a railing.
For a similar carrier without a ramp, you would want the part # C18113 as well.
