Bike Rack Options for a 2010 Toyota RAV4 Towing a Trailer

Do you think this carrier with 2 bicycles on it would work when towing towing a travel trailer which has a battery and propane tank on the front of the camper?

Most likely you would encounter interference with your battery/propane tank on the front of your travel trailer so I would not go with a spare tire mounted bike rack like the part # TH963PRO that you referenced. Instead I would recommend going with a rack installed at the rear of your travel trailer.
Without knowing what you have going on at the rear of your trailer, (hitch, bumper, ladder etc.), it would be hard for me to make a specific recommendation. But what you could do is check out the link I attached that has all of the RV and trailer rated racks we offer and see which one would work best for your setup.
Another option you have would be a roof rack on your RAV4. If you don't have a roof rack with crossbars that run from left to right I attached a link to a page that has all of the roof racks we offer confirmed to fit your vehicle. You will need to select your roof style and the correct roof racks will be listed.
For a bike rack confirmed to fit your factory bars and would fit the aftermarket roof racks as well check out the Yakima Frontloader part # Y02103.
