The Swagman cable lock # S64030 will not work on a Thule bike rack. Bike rack manufacturers make their threaded hitch pins uniquely threaded to work specifically with their bike racks. For a Thule bike rack you would need the Thule cable lock # TH538XT.
Or you could use cable lock # e98891. The Thule lock and e98891 do not come with a threaded hitch pin.
