Will Brake Lock Up on 4000 lb Towed Vehicle Have Any Effect on Hitch with 5000 lb Weight Rating

Question:

My question is if a hitch has a rating of say 5000 LBS, is that 5000LBS of rolling weight or dragging weight? Secifically what I am asking is: I have a hitch on a motorhome with a 5000 LBS rating. I will be towing a car weighing 4000 LBS. The car will have a braking system. Now, what if the braking system applies fully, or locks, the car becomes dead weight with tires screaching and is now dead weight and not rolling. The force on the hitch now has to be in excess of 5000 LBS. Especially at say 60 MPH.

The vehicle being towed would represent rolling weight. If the braking system on the towed vehicle would activate the towed vehicle would skid, and not come to an immediate dead stop. The force exerted might be momentarily more than the 5000 lbs, but no more than a trailer with electric brakes that have been activated.
I would not be concerned, a hitch with a 5000 pound capacity. Using a quality tow bar that has been properly installed will work just fine for you.
