Yes, the Thule Passage 2 Bike Carrier, # TH910XT, will fit on your 2000 Volkswagen Jetta diesel. This bike rack also comes in a 3-bike version as part # TH911XT. If you will be carrying larger bikes, then you may find that the 3-bike version will give you more room to easily mount both bikes.
If you plan on carrying any women's, children's, or alternative frame bikes without a traditional horizontal top frame tube, then I recommend picking up the Thule Bike Adapter Bar, # TH982XT. This will allow you to mount those bikes easily and safely.
