Will a Loaded Trunk Mount Bike Rack Block Backup Camera on a 2013 Lexus RX 350

It depends on where the backup camera is located on your 2013 Lexus RX 350. However it is likely that the bikes will block at least part of the view normally shown by the camera. This is going to be the case with any trunk mount or hitch mounted bike rack. To avoid blocking the camera you would need to carry the bikes on the roof.

Since your RX 350 has that spoiler of trim piece at the top of the rear hatch I actually recommend going with the Hollywood Racks Over-the-Top rack # HRF2. This rack has an additional upper arm piece that moves the top straps up and over that spoiler so no weight is put on it. I have included a link to a video showing how it works.

If you will be carrying any bikes that do not have a top frame bar that goes straight across (like a typical men's bike would) then I recommend using bike adapter bar # 64005. This will allow you to carry those bikes more level and will provide better ground clearance. I have to use these adapters and without them my wife's bike would be at a severe angle and I would not be able to load my son's bike at all. I have linked a video showing how the adapter works.
