Yes, the part # DT65MR is a Class IV hitch with a 2 inch opening that would be compatible with the discontinued Reese Eclipse 4 Bike Rack 63124.
The hitch and the 63124 would both work well on your 2014 Toyota Highlander. I attached a review video that shows this rack being demoed on a Highlander similar to yours.
