To tighten the brake adjuster, you'd use an adjusting tool like # W80630 and spin the wheel upwards. To loosen or contract the brake shoes, you'd rotate it downwards, as shown in the video I've linked you to. You'll need to fast forward the video to the 4:50 mark.
