So can I run ST tires on my horse trailer?

Absolutely. ST tires are designed for trailer use only. The ST stands for special trailer. Provided that you get the right size and capacity for your wheels you can use an ST tire. If you could tell me the current size the trailer has and the gross trailer weight capacity I will be happy to make some recommendations for you.
