Hydraulic brake actuators are specific to either drum brakes or disc brakes. If your trailer has drum brakes, then you likely have an actuator for drum brakes. If you want to switch to disc brakes, then you will need an actuator designed for disc brakes. Disc brakes require more pressure than drum brakes to work properly. The actuator that I recommend is the Carlisle HydraStar Electric-Hydraulic Actuator for Disc Brakes, # HBA16.
If you would like a recommendation for disc brakes, I would just need a little more information about your trailer. I would need the weight rating of each axle, the bolt pattern of each hub and the bearing and grease seal part numbers from each hub. The part numbers for the bearings and grease seal can be found stamped into the metal of the bearings and rubber of the grease seal (see photo) or by contacting your trailer manufacturer with your VIN.
