In order for something to be considered waterproof it has to be able to withstand being submerged underwater for a length of time. The switches of the Reese Electric 5th Wheel Landing Gear Set # RP500708 that you referenced are considered weatherproof and would be able to handle rain or inclement weather just fine. Now if you were to try fording a river you would encounter some problems with the switch and I'm sure other unrelated components on the trailer and tow vehicle.
