The ProSeries Steel Solo Cargo Carrier # PS10401-10402 that you referenced is a hitch-mounted ramped carrier intended for use on appropriately-rated vehicles that have a 2-inch trailer hitch receiver.
For your reference I have linked a review video for this carrier.

In order to use this carrier for your mobility scooter you will first need to confirm that your vehicle owner's manual indicates its tongue weight capacity is high enough for the combined weight of the carrier itself (105-lbs) plus the weight of your scooter. Your hitch will have a safety/warning sticker on it that indicates its tongue weight rating. If your vehicle and your 2-inch hitch both have sufficient capacity for the combined carrier/scooter weight then you are almost there.

The other point to check on is the amount of clearance required at the rear of your vehicle for a hitch-mount accessory to safely clear the rear of the car. You can measure from the center of the hitch pin hole back to the rear-most part of the car; this is the mount of clearance you need from a carrier. The ProSeries # PS10401-10402 provides 12-inches of clearance from the center of hitch pin hole to cargo-carrier platform. As long as your measurement is less than 12-inches then this carrier will clear the back of the vehicle.

The carrier comes with a hitch pin and clip, but if you prefer a locking anti-rattle pin you can instead use Anti-Rattle Trailer Hitch Receiver Lock # 63232. You will also need to use some type of cargo control to secure the scooter on the carrier. I suggest # EM31352 from Erickson.

If your scooter blocks other drivers' view of your vehicle's tail lights, you will need to use a Cargo Carrier Light Kit like the etrailer License Plate and LED Taillight Mounting Kit for Hitch Mounted Cargo Carrier Item # e98943-44LED. If your vehicle already has a 4-pole trailer connector like the one in the light kit, you should be all set. If your car does not have a 4-pole trailer connector you will need to add one. As these are vehicle-specific, I'll be glad to recommend one if you care to advise your vehicle's year/make/model/version.
