Is Bumper Removed to Install Roadmaster EZ2 Base Plate Kit # 521632-1 on 2013 Hyundai Elantra  

Question:

Does the bumper and foam impact absorber on the 2013 Elantra need to be permanently removed to install this base plate? If so, doesnt this severely compromise the safety of the vehicle? What about insurability?

You are correct that the foam bumper core on the 2013 Hyundai Elantra is removed and is not replaced when installing the Roadmaster Base Plate Kit # 521632-1. This is noted on page 4 of the linked instructions. The bumper cover is re-installed. I have also included a link to an installation video showing this kit in use on a 2013 Elantra. At the 6-minute mark in the video you can see the foam being removed from the bumper cover.

This foam is not part of the vehicle's critical safety equipment but instead serves to help maintain the shape of the bumper cover. Removal of the foam core does not affect operation of the crash sensors and has no effect on the safety or insurability of the vehicle. I confirmed this with my contact at Roadmaster. You can retain the bumper core in the event that you may want to remove the base plates and return the vehicle to original condition, but note that Roadmaster does not recommend re-installing a used base plate.

You will want to review your Elantra owner's manual for any preparation steps needed to get the vehicle ready for flat-towing. Some vehicles may require a transmission lube pump or drive-line disconnect to enable flat-towing.
