Hello, is this a one-piece hitch carrier? I don’t know if the hitch receiver part has to be steel. Thank you all!

Yes, the 23" x 51" UWS Cargo Carrier # UWS65XR is a one piece carrier. It uses a thickened aluminum shank which is welded to the carrier.
