Hi Michael,
What you'll need to do to add a 7-way to your 2003 Chevy Silverado 1500 is hardwire the Pollak 7-Pole, RV-Style Trailer Connector Socket w/ Wiring Harness and Mounting Bracket # PK11898.
Since you don't have a factory 7-way, the wires to attach to this harness will be above the spare tire, and splice them. I have added a link below to a help article which shows you exactly what to do and where the wires are on your truck.
And while 7-way doesn't come with a 4-way socket, you can still tow a trailer with a 4-way with the 7 Pole to 4 Way Connector Adapter # PK12716.
Then for the brake controller, the most economical option is a time-delayed controller, the Curt Discovery NEXT # C84VV with Adapter # C51352.
