The Paramount Rugged Ridge winch bumper on your 2023 Jeep Wrangler Unlimited covers the place where a typical base plate kit will install so you'll need to use D-Ring mounts, granted your bumper is approved for this.

These are the Blue Ox kits that you'll use depending on your D-Ring size:

- 7/8" # BX88357
- 1" # BX88358

I'm not seeing that your bumper is rated for flat towing but you'll want to double check with your vendor to make sure. If your bumper isn't rated for towing then you'll have to remove your bumper in order to flat tow.
