Is More than One Locking Pin Needed to Deter Theft of Curt Trailer Hitch Mount Cargo Carrier

How many locking pins will be needed to have it fully secured? One or two?

You would need just one locking hitch pin, such as # e98880, to secure the etrailer cargo carrier, # e98874, to the trailer hitch.
To also lock it where it folds up you would need another pin.
Or you could use a cable lock such as # e98891 and then just use regular pins.
