Brake controllers that have a leveler on them can do some weird things when they are not set right. There aren't many controllers that have this feature any more and most have gone to an auto-leveling feature. The Tekonsha Voyager, # 39510, is one that does have a leveler.
You will start by mounting the controller within its specified range. For example the Voyager can be mounted 20 degrees nose down to 70 degrees nose up. It cannot be tilted or turned to the side at all.
Once it is mounted properly you will set the leveler. On the Voyager you will connect the trailer to the tow vehicle, the controller should indicate a trailer is connected. You would then set the power to full, press the brake pedal on the vehicle and hold it.
Then you would turn the leveler knob counter-clockwise until the controller indicator light starts to turn from green to red. You will want to adjust the knob to get the light to be orange. Dim orange is a typical setting, bright orange for aggressive setting, and dim red for the most aggressive.Once it is where you want it release the brake pedal.
If you have a different controller let me know what it is and I can determine how it should be leveled.
