One tail light stays on steady on a Tractor Supply Company 4 x 6 Utility Trailer, 1,750 lb. What could be wrong with the tail light and how would I fix it?

First we need to determine if the problem is on the trailer or the tow vehicle side of the wiring equation. To do that you will need to use a circuit tester like the part # 3808 that you referenced to test the circuits of your trailer wiring harness to see if voltage is on the correct circuits at the correct time. Check out the video I attached to see how this is done.
If the voltage check out fine then the problem is on the trailer wiring, I doubt this is the case though. It sounds like the problem is in the trailer wiring of your tow vehicle. Depending on what wiring harness you have you might check that it is connected correctly to your vehicle. If there is a converter box on the harness you will need to test the box to see if its bad.
