For your application I recommend checking out the Saris SuperClamp EX Bike Rack for 4 Bikes # SA4026F because the two trays closer to the vehicle can accommodate up to 60 lb bikes and the two trays further from the vehicle can accommodate up to 35 lb bikes. This also uses ratcheting arms for both front and rear tires and can fit with a lot of fenders as well.

Any rack that can carry over 2 bikes will have a drop off in the weight rating for additional trays simply because of how much further back the bikes will sit in relation to the hitch receiver - so you won't be able to find a 3-bike or 4-bike rack that can carry more than 2 really heavy bikes. The SuperClamp EX is one of the most versatile in the 3-bike to 4-bike category when it comes to the weight ratings.
