Can Curt 2 to 3 Tail Light Converter # C56196 be Installed on Trailer Wiring

Good morning. Can a 2 to 3 wire converter be mounted to the trailer as opposed to the tow vehicle. This way multiple vehicles that toe the trailer don’t all need the converter. Thank you for you time, Frank
