Hey Mike, good question and the answer is yes, the 10" Rise/Drop Blue Ox High-Low Adapter # BX88132 is welded onto a solid metal shank.
This is a very robust part, and in fact one of the things our customers like most about is how well-built it is, as you can see in the reviews on the product page. Another great thing is the # BX88132 comes with a pin and clip so you don't have to get that separately.
