will Item # 23-180-181 fit a dexter model 12a torsion axle?

The Dexter Electric Trailer Brakes # 23-180-181 are the correct replacements for your Dexter Torflex Axle as long as they are 12" brakes. You mentioned 12a so if that's a dimension then these will work, but if that's supposed to be 12K then you need the Dexter Nev-R-Adjust Electric Trailer Brakes # 23-442-443 instead.
