A trunk mount bike carrier cannot be used on the 2014 Ford Fusion because the vehicle is unable to support the bike carrier properly.

The safest way to carry bikes on a vehicle is to use a trailer hitch and hitch mount bike rack. For your Fusion you can use Draw-Tite trailer hitch # 24897.

This is a Class I hitch so the bike rack will need to be Class I compatible and you are limited to 2 bikes. I recommend the Swagman Trailhead, # S63360. It has anti-sway cradles, it can tilt down, and it has a rise in the shank for more ground clearance. I have linked a video review of this rack for you.
