I am going to assume that you have a Universal Base Rail Installation Kit, item # RP30035, with your 15,000 lb fifth-wheel hitch. I have posted a link to the instructions for this install kit. The back edge of the rear base rail for the short bed should be 25-1/8 inches from the rear edge of the truck bed. The fifth-wheel king pin will centered over the rear axle when installed in the correct position for your vehicle.
There is a custom installation kit that has brackets that position the hitch where it belongs without measuring. The Fifth Wheel Trailer Hitch Custom Installation Kit with Brackets and Rails - Chevy / GMC, item # RP50064-58 will also ease the installation considerably.
