The Curt Rack Receiver # C92NR for your 2023 Toyota BZ4X can be used for any accessory with a 1-1/4" shank so long as the accessory and its contents don't weigh more than 200 lbs, as that is the tongue weight capacity of the hitch. That said, realistically, it'll be difficult to find a lift (with a 1-1/4" shank) and mobility scooter with such a low weight. But technically, yes, it is possible.
