Could RV Pin Box Frame Bracket Have Nuts Welded to It

Question:

There are 4 bolts on each side of the pin box, 2 in the front and 2 in the back. The ones in the front, to remove you can’t get to the nuts. Are they the nuts welded on the inside ? Thank you PS is there free shipping

There isn't normally weld nuts on the frame of the RV where the pin box mounts but if you have a setup that is completely inaccessible then that would be how they had to have set it up since there would be no way to get the nuts in place when you tighten the bolts. Normally from the back of the pin box you can reach up to the front and get to the front holes. It does look like the Gen-y Pin Box Adapter part # GY48GR that you referenced does qualify for free shipping.
